New SEN legislation that came into force on 1 September 2014 introduced the requirement for the Local Authority to publish a Local Offer of services which are available in the area for children and young people from birth to 25, who have special educational needs and / or disabilities. This includes services outside of the area, which children and young people may also be expected to use.
